Federal Government Mandates Strict University Governance and Anti-Racism Standards

The Federal Government has officially announced University Governance Australia amendments aimed at ensuring transparency and preventing racial abuse in Australia’s higher education sector. Under an order issued today by Federal Minister for Education Jason Clare, there will now be strict monitoring of the governance and funding utilisation of universities across the country. The primary goal of the new reforms is to completely eradicate the rising instances of racism, Islamophobia, and antisemitism on campuses.

University Transparency and the Expert Council

This urgent measure follows the discovery that many universities, which receive a significant portion of Australia’s public sector investment, are committing serious lapses in governance. From now on, universities must operate based on new principles prepared by the Expert Council on University Governance, chaired by Melinda Cilento. These have been modelled on the corporate governance principles of companies listed on the Australian Securities Exchange (ASX).

Under the new conditions, all universities will be required to submit an annual report to the higher education regulator, TEQSA (Tertiary Education Quality and Standards Agency). If they fail to comply with the conditions, universities will be obligated to provide an exact reason why. Information regarding other external roles held by vice-chancellors and senior executives will also need to be made public from now on.

A Strong Defence Against Racism and Hate

A new anti-racism standard has been made applicable to universities to ensure the complete safety of students and staff on campuses and across online platforms. Educational institutions have been directed to provide precise definitions for racism against Aboriginal and Torres Strait Islander peoples, Islamophobia, and antisemitism, and to establish transparent complaints resolution mechanisms.

These changes have been introduced based on the Plan to Combat Antisemitism announced last year and the ‘Respect at Uni’ report. The Minister for Education stated that universities must urgently intervene to prevent racism and hate.
